No. The 3900 series uses EHWIC and SM modules. The newer ISR 4000 series uses NIM (Network Interface Modules) and SM-X modules, which are not backward compatible with the 3900 series slots.

To provide PoE, you must install a PoE-capable power supply and use specific PoE-capable Service Modules or EHWIC switch cards. The onboard RJ-45 ports do not provide PoE directly.
