No. While some "PD" models in the CX series can be powered by PoE, the 8PC-S model requires a standard AC power connection to support its 240W PoE output budget.

It supports OSPF for Routed Access, which is designed for smaller-scale deployments. For full, large-scale OSPF or BGP routing, the IP Services license is typically required.
Q3. Is this switch managed or unmanaged?
This is a fully managed Cisco Catalyst switch. It can be configured via the Command Line Interface (CLI), Cisco Prime Infrastructure, or the Cisco DNA Center.
